Kitaj Holland was a retired Vektan ambassador to New Helghan.

During his tenure, Holland had been trying to build peaceful relations between Vekta and New Helghan. However, his efforts had been for naught due to the Helghast still committed to Scolar Visari's ideology.
In June 2390, Holland was interviewed by Vektan Daily in which he expressed his displeasure toward the memorial statue of Scolar Visari built in New Helghan. He criticized Chancellor Hera Visari for venerating her father rather than distancing herself from the elder Visari's legacy.[1]
